Galaway's papers reflect his involvement in the organization and operations of the Professional Association of Treatment Homes (PATH), a Twin Cities based foster care treatment project controlled by the foster parents rather than by social services agencies. Also included in the collection are Galaway's records from the Minnesota Restitution Center, an offender parole- rehabilitation project based on restitution of damages to the victim.

Collection contains the records of the Office of Delinquency Control at the University of Minnesota.
