The Elma Cole collection includes correspondence, reports, academic and conference papers, position statements, notes, printed materials and other documents related to social work unions, welfare rights and welfare reform, funding of social services, and activism in the social work profession.

Biographical / Historical
Elma Phillipson Cole received a MA degree in social work from the University of Chicago. In her early career, she worked for the White House Conference on Children and Youth. She joined the staff of the National Social Welfare Assembly in 1957 and worked there until her retirement. Her committee and professional associations included National Conference on Social Welfare, National Association of Social Workers, and International Council on Social Welfare.
