Biographical Note

Judy A. Winiecki was an employee of MN Government Engineers Council who filed an employment discrimination claim with the MN Department of Human Rights in 2002 on the basis of sexual orientation. Winiecki filed the claim when MGEC refused to accept domestic partner benefits. Negotiations for health care coverage and sick and bereavement leave began in 1997. Several contract negotiations ensued from 1997-1999, 1999-2001, and 2001-2003, however MGEC still did not accept her domestic partner benefits. In 2004, an agreement was finally made between Judy Winiecki and MGEC in which MGEC acknowledged 'its obligation to not discriminate on the basis of any protected classification including sexual orientation.' In November 2004 a Settlement Agreement was reached in which Winiecki's case was reconciled.
