Biographical / Historical
The Architectural Advisory Committee to the Duluth Housing and Redevelopment Authority, was established and functioned for the period of development of the Gateway Renewal Project of Duluth. The Gateway Renewal Project was charged to preserve the beauty of the Fifth Avenue West mall. Improving the appearance of the property adjoining the Fifth Avenue West mall grew out of the heightened interest in urban renewal of the early 1960s. Impetus was added by federal programs offering as much as 50% of the cost of improving streets, parks and other public areas such as the Urban Beautification and Improvement Program, a 1965 amendment to Title VII of the Housing Act of 1961.
The Architectural Adivsory Committee, composed of seven members, had the task of advising architects by means of a checklist of recommendations, standards and controls regarding buildings and sites adjacent to the mall. Definition and scope of advisement was based on the Duluth Improvement Association’s “Standards and Controls for Urban Renewal Properties Adjoining 5th Avenue West”, and “Urban Renewal Plan First Amendment: Gateway Renewal Project”, of the Housing and Redevelopment Authority, and the City Building code.
The buildings involved were: KDAL TV, Northwest Publications, Duluth Herald & News Tribune, Radisson Duluth Motor Hotel, Civic Center Fountain and the Library.
