Biographical / Historical
The Duluth Tree Commission was added to Duluth, Minnesota, city government in Ordinance No. 9256, first reading May 22, 1995. It grew out of an early 1994 temporary Boulevard Tree Task Force resulting from citizen opposition “to the cutting of mature, healthy, silver maple boulevard trees on Hawthorne Road”.
Following the success of the Task Force, the City Council passed an ordinance that created a permanent Tree Commission. The Commission was proposed in the context of the 1988 Ordinance No. 8891 pertaining to Tree Regulations in the City, the role of tree inspector duties, the staff forester, and compliance with provisions of Minnesota statutes, sec. 18.023, relating to shade tree disease control. The tree inspector was responsible for removal, trimming and treatment of trees on public property. The commission engaged the city and the community in comprehensive examination of the impact of the April 1996 proposal for construction of a golf course and hotel at the Spirit Mountain Recreation Area.
The Tree Commission changed its name to the Urban Forest Commission in 2016. The commission is comprised of nine members and is dedicated to education, information, and advocacy for the preservation of Duluth’s urban forest. The commission advises the City of Duluth on the management of Duluth’s urban forest. It advocates for a safe, healthy urban forest, green space, forestry budget, and staff. The board meets at Duluth’s City Hall.
