The collection consists of by-laws, minutes, correspondence, and reports. It also includes one map produced in 1971 by the Council indicating projected land usage for the Duluth metropolitan area in 1985.

Biographical / Historical

The Head of the Lakes Council of Governments was a voluntary organization of local governments which was established to foster cooperation in the resolution of Duluth, Minnesota metropolitan area problems. The Council was not a government and recognized that each member local government was sovereign and participating on a voluntary basis.
