Biographical / Historical

The National Health Planning and Resource Development Act of 1974 created a network of area wide and state health planning agencies to guide the development of health services for the people of the area. Health Systems Agencies were designed to help control the increasing cost of health care, improve the health of residents and increase the accessibility, availability, acceptability, continuity and quality of health services. The Health Systems Agency of Western Lake Superior was incorporated in the State of Minnesota as a private, non-profit corporation. On July 21, 1976, the Health Systems Agency of Western Lake Superior was designated as the Health Systems Agency for northeast Minnesota and northwest Wisconsin. Each Health Systems Agency is required to annually review and amend as necessary a Health System Plan. The 1979 amendments to the health planning legislation state that the review must occur at least triennially. In the case of local Health Systems Agencies, both long-range Health System Plans and Annual Implementation Plans are required.
