Biographical / Historical

Frank Wayland Higgins, 1856-1907, of Olean, New York, son of O. T. Higgins, was governor of that state from 1905-1906. He held mining and timber tracts in Michigan, Wisconsin, Washington, Oregon, and Minnesota. Until his election as governor, Higgins, called "the strong man of the company" in a legal suit, visited Duluth many times each year and kept in close touch with the properties of the Higgins company. After his death, his son, O. T. Higgins, Jr., was president of Higgins Land until his death in 1912. Frank W. Higgins' sister Clara A. H. Smith became president in 1912, with her husband, attorney Frank Sullivan Smith, the active principal in the company. Stock was largely owned by the estate of O. T. Higgins, Clara Smith, and Frank W. Higgins. Giles Gilbert of Duluth owned shares until his death in 1908.
