Biographical / Historical
Harold B. Leppink, M.D., MPH, was Executive Officer of the St. Louis County Board of Health during a lengthy legal case involving dumping taconite tailings into Lake Superior by Reserve Mining Company. Concerns grew when the National Water Quality Laboratory of Duluth identified asbestos-like fibers, a known carcinogen when airborne, as one of the types of fibers suspended in the waters of Lake Superior. In December 1975, Leppink supported the EPA recommendation that young children be supplied with filtered drinking water, and went further, recommending that all persons be provided alternative water as a precautionary measure in the face of a potential health risk. Leppink said he was "frustrated" by a "conspiracy of silence" regarding waterborne asbestos research and research results. He monitored the issue closely.
