Biographical / Historical

The Minnesota Coastal Zone Management Program was organized under the Coastal Zone Management Act passed by the U.S. Congress in 1972. The legislation was enacted to develop comprehensive coastal resource management programs. It is administered by the National Oceanic and Atmospheric Administration, U.S. Department of Commerce. Funding for this program was provided by the federal government on a four to one matching basis with participating states. State participation is voluntary. By executive order, Governor Wendell Anderson authorized the Minnesota State Planning Agency to apply for the Coastal Zone funds and coordinate the Coastal Zone Management Program.
