Correspondence is arranged alphabetically by correspondent. Institutional files contain correspondence with and other information on institutions wholly or partially funded by the St. Louis County Welfare Board. The subject files contain correspondence and other papers arranged by topic. The general administrative records contains committee reports, minutes, policy manuals, executive secretary correspondence, and special reports on welfare recipients.

Biographical / Historical
The St. Louis County Social Services Department was originally started under the name of the St. Louis County Poor Commission. Public welfare relief came into being in Minnesota in 1887. At that time the legislature gave the counties the power to appoint a county superintendent for the poor (Special Laws of MN for 1887, Ch.206). In 1907 the legislature passed into law an act which enabled counties of over 75,000 population to create a Board of Poor Commissioners (General Laws of MN for 1907, ch.222). The Board of Poor Commissioners administered relief to the poor until 1937 when its name was changed to the St. Louis County Welfare Board. The Welfare Board is responsible for the administration of relief to the poor. This responsibility is carried out through the Social Services Department. The Social Services Department is run by an executive secretary who is responsible to the Welfare Board. The Social Service Department in St. Louis County is based in Duluth with district offices in Hibbing and Virginia.
