Biographical / Historical

The United West End - Citizens' Organizations Acting Together began with the establishment of several small block clubs in Duluth, Minnesota in the fall of 1974. These clubs were formed after a neighborhood needs survey was conducted by students from University of Minnesota Duluth's School of Social Development. Meetings to inform residents of the survey's results provided a forum for the earliest block club organizing. By January, 1975, the block clubs had formed a coalition and incorporated under the name, United West End.

The United West End was a coalition of West End neighborhood block clubs which addressed various community issues such as drug abuse, physical deterioration of the neighborhood, and housing problems. In 1977, the United West End changed its name to United West End - Citizens' Organizations Acting Together and expanded the scope of its operations to cover the entire city of Duluth. Vi Griffiths was a co-founder and president of the organization.
