Scope and Content Note

This collection primarily contains the minutes, agendas, reports, notes, maps and drawings of the Project Advisory Committee (PAC) for the Hennepin County I-35W Access Project as proposed by the Phillips Partnership in 1997. Also included are materials relevant to subcommittees, correspondence, as well as newspaper clippings and publications related to the project.

History

In order to improve the economically troubled Phillips neighborhood, a group of political and corporate leaders formed the Phillips Partnership in 1997. The Partnership aimed to lower crime, improve housing, job opportunities, and infrastructure in the neighborhood, in other words, to assist in the revitalization of South Minneapolis.

As a consultant with Abbott Northwestern Hospital and Allina Hospitals and Clinics, Tom Johnson prepared a transportation access study in order to make easier freeway connections for the hospital. The recommendations for transit changes, new signage and new freeway ramps at 26th and 28th streets were presented to the Partnership in January 1998.

Informal meetings with neighborhood and business leaders evolved into the creation of the Project Advisory Committee (PAC). Neighborhood residents plus representatives of business groups, non-profits, and employers in the neighborhoods were appointed by Hennepin County to correct and improve the transportation infrastructure design of I-35W and connecting streets in South Minneapolis. PAC initiated public involvement by hosting open houses, community meetings, and sending newsletters discussing the project and its alternatives.

What began as ramps to and from Lake Street and 28th Street was expanded by community and Mn/DOT requests to include moving 35th and 36th Street ramps to 38th Street and reconstruction of existing entrance ramps from 5th Avenue. The project scope is now described from the I-94 Commons south to 38th Street.
